The C. G. Jung Association of Miami Valley will present a program entitled: Creating Community: A Sacred Dream Work Model by Tess Castleman, a Jungian analyst and author, from Dallas, Texas. The program will explore how dreams can connect us to each other in fascinating complexity. Participants will be invited to share dreams and to explore their potential for enriching others. The Montgomery County Animal Resource Center is announcing a partnership with breed rescues to host Mingle with our Mutts at the County Shelter, 6790 Webster Street, on the second Sunday of each month.
On Sunday, March 11 from 12 to 2 p.m. the public can come and visit with various breed specific rescues, along with the companion animals available for adoption from the shelter. This new partnership with rescues, from around the State of Ohio, will make it easier for citizens who are considering adopting a specific breed of dog the opportunity to talk with rescues who specialize in finding appropriate homes for adoption, including the pure breed and mixed breed dogs at the shelter.
Mark Kumpf, Director of the Animal Resource Center said, “We decided to open the shelter to rescue groups and the public on the second Sunday of each month to see if the public would be interested in coming. The first month we opened, we adopted out five dogs and a cat over a two-hour period. We estimated that approximately 225 people attended the first Mingle with our Mutts. For us the partnership with various breed rescues has been a huge success and has helped to further our mission of finding homes for our sheltered animals.”

The Dayton Council on World Affairs will be presenting “The Struggle for Democracy in Tajikistan: The Role of Non-Governmental Organizations (NGOs)” as part of their Insights series. The presentation will be held from 11:30 to 1 p.m. on March 8 at St. Paul’s Episcopal Church, 33 W. Dixon Ave., Oakwood.
Speaker will be Dr. Julie Fisher of The Kettering Foundation. Dr. Fisher was a Program Officer at the Kettering Foundation from 1997 to 2005. She is now a Kettering Foundation associate, writing a book entitled Parents of Liberty: NGOs Promoting Democracy in South Africa, Tajikistan and Argentina.
As a specialist on nongovernmental organizations and microenterprise development, she has been a consultant to numerous international agencies including CIVICUS, Technoserve, CARE, Trickle Up, Lutheran World Relief and Save the Children. She is a Consulting Editor for the Nonprofit and Voluntary Sector Quarterly and member of the Association for Research on Nonprofit Organizations and Voluntary Action (ARNOVA) as well as the International Society for Third Sector Research.

Applications are now being accepted for three summer residency study programs at Frank Lloyd Wright’s Fallingwater. Applications are due Saturday, March 31, 2007 for high school students, college undergraduate students enrolled in an architectural degree program, and teachers of any subject, at any grade level.
For each program twelve people will participate in intense explorations of Frank Lloyd Wright’s masterwork in Mill Run, Pa. Close access to an architectural masterpiece, on-site design studios with practicing architects, and thoughtful discussions led by Wright scholars are only part of these unique study opportunities.
Residents will examine Fallingwater from above and below, inside and out – in a detailed examination of this world-famous architectural landmark. Former High School Residency Scholar Dolan Dagget says, “The residency taught me about myself and about the almost spiritual qualities behind architecture. We learned about the land while learning about the structure…I sense the power in spaces for the first time. I no longer will look at a structure as a series of plans and elevations, but as an entity that is living.”

The American Institute of Architects Dayton Chapter (AIA Dayton) is sponsoring a 12-part morning seminar program called “Architecture Basics & Bagels.” The program is geared toward emerging professionals within the field of architecture. Each program is designed to cover basic concepts and provide a foundation for further study and research. The programs also represent a good refresher course for registered architects and others within the design community. What: The Great Escape – an American Red Cross (Dayton Area Chapter) event
Details: This one-night event sponsored by National City Mortgage will feature live music by Velvet Crush, free food and drinks, a silent auction, raffles, and the chance to win a $1,000 travel package from AAA Miami Valley. Organized by the Associate Board of the American Red Cross Dayton Area Chapter, the annual Great Escape is a fundraiser for the Montgomery County Emergency Housing Program.
The chapter’s Emergency Housing Program provides temporary housing to about 1,000 local adults and children each year, and is one of the only programs that houses full, intact families – keeping adults and their children together.

The Dayton Area Chapter of the American Red Cross provides disaster preparedness and response, and health and safety education to residents of Montgomery, Greene and Preble counties, as well as assistance to families with members in the military. The Chapter also operates Emergency Housing Programs in Montgomery and Greene counties.
Led by volunteers, the Dayton Area Chapter responded to nearly 200 disaster incidents last year. The Dayton Area Chapter is a United Way agency.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE A
COLLECTIVE BARGAINING AGREEMENT WITH OAKWOOD FRATERNAL
ORDER OF POLICE LODGE NO. 107.
WHEREAS, in September, 2006 the City and Oakwood F.O.P. Lodge No. 107 representing the public safety officers entered into negotiations on a successor agreement to the collective bargaining agreement which expired on October 26, 2006; and
WHEREAS, the parties were unable to resolve all issues during negotiations and as a result the unresolved issues were submitted to fact-finding, and
WHEREAS, on November 3, 2006 a hearing was held before Fact-Finder Daniel Kosanovich at which time the parties presented their respective positions on the unresolved issues, and
WHEREAS, on November 22, 2006 the City and Oakwood Fraternal Order of Police Lodge No. 107 received Mr. Kosanovich’s Fact-Finding Report on the unresolved issues; and
WHEREAS, on November 28, 2006 Council unanimously adopted Resolution No. 1643 rejecting the Report and Recommendations issued by Fact-Finder Kosanovich; and
WHEREAS, pursuant to the provisions outlined in Chapter 4117 of the Ohio Revised Code, the parties submitted the remaining unresolved issues to binding conciliation; and
WHEREAS, on January 12,
2007 a hearing was held before Conciliator John Weisheit at which time the parties presented their respective positions on the unresolved issues; and
WHEREAS, on February 20, 2007 the City and Oakwood Fraternal Order of Police Lodge No. 107 received Mr. Weisheit’s Findings and Determinations; and
WHEREAS, Council strongly disagrees with those findings and believes the multi-year wage increases determined by the conciliator are excessive and not in the best interests of the community; and
WHEREAS, the dispute resolution process for safety forces provided for in the Ohio Revised Code has served to encourage some local unions to routinely circumvent the intended collective bargaining process by referring unresolved issues to disinterested third parties for a determination rather than engaging in meaningful discussions at the local level on wages, benefits and other terms and conditions of employment; and
WHEREAS, Oakwood City Council encourages state legislators and the governor to review the existing statute and make the changes necessary to ensure that decisions involving the expenditure of public funds and the level of service provided by a local government are made by its elected officials; and
WHEREAS, notwithstanding these concerns, Council hereby authorizes the City Manager to execute a collective bargaining agreement with the Oakwood Fraternal Order of Police Lodge No. 107 representing the public safety officers for a three-year period.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF Oakwood, Montgomery county, ohio, that:
SECTION I.
That the City Manager is hereby authorized to executive a collective bargaining agreement with the Oakwood Fraternal Order of Police Lodge No. 107 to expire on October 26, 2009.
SECTION II.
That is hereby found and determined that all formal actions of this Council concerning and relating to the passage of this resolution were adopted in an open meeting of this Council and that all deliberations of this Council and of any of its committees that resulted in such formal action were in meetings open to the public in compliance with all legal requirements including §121.22, Ohio Revised Code.

Barbara and Mike Erbe of East Dixon Avenue have agreed to serve as co-chairs for Citizens for Wright Library, the group that will campaign for passage of Wright Memorial Public Library’s replacement levy on the May 8 ballot. Stan Herr of Garden Road has been named as the campaign’s treasurer.
The 0.94 mill five-year replacement levy is the same millage that has been in place since 1997. The levy currently provides $227,000, or 13 percent, of the library’s annual operating budget. The replacement levy will bring in an additional $64,000 each year because of changes in property valuations. This will allow the library to cover inflation and to maintain current services.
